Fix CLOUD-1865: Each tenant takes too much time to start up

Browse Source 
- Remove redundant INFO logging
 - Add back override that disables tenant startup (THOR-666)
 - Raised issue: ALF-19279 Differences between MT bootstrap in Enterprise and Cloud
