* ACS-3225: Folder Rules v1 REST API - Create Rule * ACS-3225 Create one or more rules within a folder/rule set. * ACS-3225 Update ExtendedRuleServiceImpl in AGS to match new interface. * ACS-3225 Code review fixes.
