Updates to data dictionary constraints

- Added getType and getParameters methods to Constraint interface
  - Updated existing constraint implementations
Updates to FormService
  - Implemented regex pattern match for selecting appropriate form processor
  - Added constraints to Form object constructed in NodeHandler
