Two problems were identified with the public api webscript processing:
i) No buffering of requests and responses due to a fix for another bug (this is required due to retrying transactions)
ii) Exceptions are handled by the public api framework and JSON responses written out. In some cases, exceptions were slipping through and being handled by the Spring web script framework (which was writing them out as non JSON responses).

- ADMRemoteStore now allows a WRITE to be converted to an UPDATE to avoid terrifying FileExistsException exceptions in the log.
- Reproduced original issue with a JMeter test that creates a single user, and then that same user performs 10 simultaneous login attempts with 10 threads
- Message no longer appears in log running same JMeter test after changes.

- The size of the object and the nature in which it is read means that it does not really
fit into the clustered cache model. We just notify the cluster if the cache entry it needs to be
reloaded, serving stale data for a short while

This bug was reported on 4.2, but the bug is also present on 4.1.
I have added a testcase to reproduce the bug along with a fix.
The problem was in SiteServiceImpl.delete where the code was writing an empty property value into the {}memberships property
and therefore there was no record of which users had been members of the deleted site.
