79508da9fc Google Doc Integration: Fix system unit test failures 
* Fixed spreadsheet download
  * Refactored use of DocService to improve reliability
  * Reuse security tokens 
  * Consolidate code as a result of above changes

4678f1420f Fix up google doc tests 
- Added service initialisation method to service so the "health" of the service can be determined
- Unit tests do not fail if the google doc service has not been configured correctly
