Gavin Cornwell 3e5989cf4a - Changed generation of unique identifier, no longer appears as a field on the create screens, instead gets generated after the node is persisted, the identifier is then generated using the same algorithm as used for records i.e. year-<pad0><node-dbid>. The idenifier still appears on the edit screen so can be changed if desired.

- Moved the StreamArchive webscript implementation to remote API project so it can be re-used by other non RM webscripts
- Added skeleton for transfer REST API
