Kevin Roast 559f85a7fa First parts of Create User functionality in new Admin Console.

- Can create new users - no form validation etc. yet.
 - User password is set.
ChangePassword webscript improved to support admin user setting a user password without knowing the old one.
JavaScript People API fixes.

Fix handling of org.alfresco.filesys.config.CIFSConfigBean.getBindToAddress(). An empty string value should be treated equivalent to null.

MOB-412: Decouple thread local authentication methods from AuthenticationComponent into new AuthenticationContext super-interface. The AuthenticationContext is a delegate of AbstractAuthenticationComponent and can be accessed directly by low-level classes (e.g. schema bootstrap) before the authentication subsystem is available.
