* Removed web script tests dependancy on DOD test data
  * refactor base RM test and placed common utils in common class
  * base rm web script class created
  * unit tests refactored (still some work on the older tests required)
  * junit conflict resolved

RM Bug Fixs:

  * user rights view working again
  * fix from Erik so RM admin console works
