[ACS-3257] Create / Update rules dialog condition section (#2585)

* First commit: simple and composite condition UI

* Styling, readonly mode, etc...

* Unit tests for RuleSimpleConditionUiComponent

* Validation for composite condition

* Add unit tests for composite conditions

* Revert manage rules screen

* Reset karma conf singleRun to true

* Couple of small changes

* Typo
